Election Protection Nonpartisan Agreement

Thank you for volunteering with Election Protection! All Election Protection volunteers, including roving poll monitors, poll monitors, social media monitors, and voter contact volunteers, are required to agree to all of the following statements and electronically sign their full name below. If the participating volunteer is a minor below 18 years of age, their parent or guardian should sign the volunteer agreement below. The undersigned parent and/or legal guardian acknowledges that the participant voluntarily elects to participate in this activity with knowledge of the risks involved, and hereby agrees to accept and assume any and all risks.


I am participating in this non-partisan project to improve the election process, promote voter enfranchisement, and ensure that every vote counts as intended by the voters. I will not disrupt the election process or interfere in any way with the legal duties of poll workers and election officials.

I understand the Election Protection Program is a non-partisan effort and agree that during my volunteer shift I will not elicit or convey to any person seeking assistance any partisan information or advocate any position on a ballot question. Nor will I behave in any way that compromises the integrity of this program or the electoral process.

If doing poll monitoring, I will not distribute information about candidates or ballot questions during my shift and I will not wear any clothing or accessories that convey support for or opposition to any candidate or ballot question.

I will not make partisan political statements in support of or in opposition to any candidate for public office or in a ballot question, or make any statements that compromise the integrity of this program or the electoral process, in the name of Election Protection or while conducting an on-line shift as an election protection volunteer. This prohibition includes, but is not limited to, posts on social media platforms, websites, via email or text, or other forms of verbal or written communication.

To the extent that information disclosed to me by a voter or by personnel working for the Election Protection Program is confidential or private in nature, I will not disclose such information without prior written authorization, including posting via social media.

Additionally, in the event that any confidential information or material relating to law firms or organizations that are hosting and supporting Election Protection Program activities is disclosed to me, whether or not such disclosure is voluntary or accidental, I shall not make any further disclosure of any such information or material.

I shall keep confidential and follow established incident reporting procedures for handling of certain information, such as personally-identifiable information about voters who report election incidents. I will not redistribute private emails or other private communications without prior written permission from the person(s) whose private information would be disclosed by my actions.

I will not knowingly engage in illegal distribution practices when posting incidents and other information into the online incident reporting system. Some examples of illegal distribution are: posting large portions of copyrighted material; posting libelous material; posting material that knowingly aids in a crime; posting a credit card number; posting private personal information such as photographs of people, home addresses or phone numbers, even if this information is publicly available; or posting passwords.

I will not attempt to gain unauthorized access to the online incident reporting system nor use it to gain unauthorized access to other systems. I will not use any of the Election Protection platforms (e.g. Slack, Hustle, JotForm, etc) to harass individuals or organizations.

While acting as an Election Protection volunteer or otherwise acting in any manner which can be interpreted as being in the name of Election Protection, or with knowledge unique to Election Protection, I will not engage with the media or disclose information (in any form) to the media without prior written authorization.

I will not record and/or distribute phone calls and conversations, or any materials gained through my affiliation with Election Protection, without consent and knowledge of Election Protection, or in such a manner that impedes the integrity or conduct of this program or the electoral process.

Due to the COVID-19 pandemic, I understand that I am not required to engage face-to-face with voters or election officials. I understand that volunteers can choose to do Election Protection work from home and from the safety of private vehicles (e.g., drive-by observation of polling places).

I understand that volunteers may choose to engage in Election Protection activities face-to-face with voters and election officials (e.g., to leave their private vehicles to speak directly with voters and election officials). If I choose to engage in face-to-face Election Protection activities, I will agree to the following protocols: (1) I will practice physical distancing—I will remain at least 6 feet from individuals with whom I am speaking/engaging; (2) I will wear a facial covering/mask when outside of a private vehicle; (3) I will avoid physical contact with others, refraining from handshaking and other physical greeting; and (4) I will comply with all public health guidelines/restrictions for the jurisdiction in which they are located.

I shall release, defend, hold harmless and indemnify the Election Protection Coalition organizations (including Common Cause, Lawyers’ Committee for Civil Rights Under Law, and State Voices) and their officers, directors, employees and assigns, and the law firms hosting and supporting Election Protection Program activities, and their partners, members, employees and assigns, from and against any and all claims, demands, causes of action, losses, damages, liabilities, costs and expenses, including reasonable attorneys’ fees and costs, arising out of, resulting from or pertaining to (i) any violation by me of this Code of Conduct; or (ii) any negligent or wrongful act or omission by me.

I understand that any violation of this Code of Conduct may result in termination of my volunteer status and may have other negative consequences.

I attest that the below-stated name is my true identity and that I have read, understand, and agree to and will abide by the Election Protection Program policies described herein.
